Parcel Shield launched in Shah Alam as MCMC logs 13,045 scam, gambling and prohibited-service posts

Communications Minister Datuk Seri Fahmi Fadzil launched Parcel Shield at National Courier Day 2026 at the Selangor International Trade Centre (SITC), Shah Alam, on 31 October 2026.

The initiative brings together 14 courier and e-commerce firms to share scam intelligence, issue early alerts and coordinate preventive action against parcel-related fraud. It was introduced by the Postal Forum, a self-regulatory body appointed by MCMC under the Postal Services Act 2012.

Fahmi announced the launch alongside enforcement data: between 1 January and 30 October 2026, MCMC detected 13,045 pieces of content involving scams, gambling and prohibited services on e-commerce platforms. Of those, more than 5,000 were scam-related items reported by the public, 172 involved gambling and 7,789 involved prohibited services.

As of 30 October 2026, 44 investigation papers had been opened by MCMC involving content requested to be taken down from e-commerce platforms. Two cases had resulted in court charges, while more than half remained under investigation.

The courier sector employs an estimated 120,000 workers nationwide and handles about 1.5 billion parcel deliveries annually, or roughly 2,800 parcels every minute. Fahmi said the sector's rapid growth has brought growing concerns, particularly online scams and fraud.

MCMC assists enforcement by requesting platforms to remove prohibited content under Section 263 of the Communications and Multimedia Act.

  4. How it affects your wallet3/6

The fake delivery link that gets into your bank account

Scammers send an SMS, WhatsApp message or email claiming a delivery attempt failed and asking you to click a link to retrieve your parcel. Fahmi said that link is designed to hack your phone and gain access to your bank account.

Another common trick: a COD (cash-on-delivery) parcel arrives for something you never ordered. You pay the courier for a parcel you never ordered.

The Postal Forum flagged four main methods: fake delivery notifications, COD fraud, phishing links and impersonation of legitimate courier companies. Postal Forum CEO Nurhafizah Hanifah said users should not live in fear every time a delivery notification pops up.

  5. What to do, step by step4/6

What to do when a delivery message looks off

    1. Do not click any link in a delivery SMS, WhatsApp message or email, even if it shows a courier logo you recognise.
    2. Open the courier's own official app or website and check your tracking number there. That is the status you can trust.
    3. If a COD parcel arrives for something you never ordered, do not pay the courier. Reject it and report the sender.
    4. If you already clicked a suspicious link, call the National Scam Response Centre at 997 immediately and contact your bank to freeze the account. The faster you call, the better the chance of freezing the money before it moves.
    5. Report the message to MCMC so it can be taken down under Section 263 of the Communications and Multimedia Act.

  6. Why it matters5/6

How the Parcel Shield Working Group operates

The 14 firms sit in the Parcel Shield Working Group (PSWG), a platform for sharing threat intelligence and coordinating early alerts. Members include Pos Malaysia, DHL eCommerce, J&T Express, GD Express, City-Link Express, Skynet Worldwide, SPX Express, Teleport, UPS, SF Global Express, ABX Express, MTR Freight, TikTok Shop and Mudah.my.

When PSWG identifies a new scam tactic, it assesses the threat and issues safety advisories to members before consumers are widely targeted. The Postal Forum also runs public advocacy programmes to improve consumers' understanding of their rights under postal and courier services.

Fahmi urged all courier companies and e-commerce platforms to join PSWG to form a wider protection network. The Postal Forum also serves as a second-level complaints channel for consumers dissatisfied with how service providers resolved their complaints.

Fahmi: syndicates are trying to steal the trust inside every parcel

At the launch, Fahmi said behind every parcel sits a mother waiting for her child's medicine, or a small trader depending on deliveries to feed a family. He said syndicates are trying to steal that trust, and that if scammers move as a network, the industry must unite as one shield.
